Justin Leonard announced the resignation of Bill Guthrie from the MTNA Board.
III. Justin Leonard announced and encouraged participation in:
ABC's of Land Use workshop on Saturday, November 18, 2006 from 9:00 AM to 1:00 PM at Multnomah Arts Center 7688 SW Capitol Highway in the Hamilton Room. See http://www.portlandonline.com/oni/index.cfm?c=38146 to register (only 20 people)

Friends of Trees will be planting in Mt. Tabor contact our neighborhood coordinator, Dan Hannon at 503.282.5288 or hannond@comcast.net if you'd like to purchase a subsidized tree typically $25-75. Planting will take place on March 10, 2007, but you need to order your trees by December 8, 2006.
Justin also announced that OHSU will be testing the new saline alternative for accident victims. He advised a bracelet must be worn to opt out.
The MTNA newsletter Debate Article regarding opposition to the sale of the Mt Tabor Maintenance Yard was discussed. Motion: resolution to approve Justin Leonards article, Henry Zambrano seconded.; Paul Leistner moved to end debate; Dianne Redd seconded both motions approved.
IV. MTNA BUSINESS and ISSUES
Kristin Broughton, VISTA (Volunteer in Service to America) CASH Oregon Overview and Info regarding Community
Partnership Tax Preparation Site Program advised those present that over $30m in tax credits is not being claimed by eligible families. She requested tax preparers volunteers.
Michael Sublett of Multnomah County Southeast Precinct Developments requested the MTNA endorsement of a land swap at the SE precinct so that the land at the SW corner of the site could be developed more densely and the police officer parking could be maintained.MOTION:The MTNA resolves to support the exchange, including a height adjustment up to 45while reserving all standing options when an actual development. (plan) is presented. Diane Redd moved, Dave Hilts seconded. Passed unanimously.
Judy Jacks and Susan Armstrong asked for the MTNAs support of a Notice of Vacation of Neglected Property (where Ash dead-ends at 74th St). Dave Hilts advised that no motion was necessary.
Nancy Norby proposed a meeting with South Tabor and Friends of Mt. Tabor to Discuss Whether to Oppose Sale of Public Land, Process for Addressing Warner Pacifics Proposed Proposal to purchase the Mt Tabor Maintenance Yard. Paul Leistner advised that SUEL could arrange meeting if approached by more than one neighborhood. MOTION: Dianne Redd moved that the MTNA approve SEUL efforts to arrange a meeting between the MTNA and any other organization or community group regarding the best use for the Mt Tabor Maintenance Yard, should the Parks Department choose to vacate the property. Stan Terpstra seconded. Approved unanimously.
Don Jacobson proposed that the MTNA Oppose the Sale of Any Mt. Tabor Park Land Under Any Circumstances. Diane Redd suggested the following modification:
MOTION: The MTNA opposes the sale of Mt. Tabor Park property and/or any public land adjacent to Mt Tabor Park. Bruce Treat moved. Mark Burnett seconded. Approved unanimously.
John Laursen advised that $1,400.00 had been raised toward the Mt Tabor Gateway Project.
Diane Redd called for suggestions regarding the Neighborhood Small Grants Project (from $500-$5000 of $41,000 for SEUL neighborhoods; focusing on collaborative efforts) She suggested potential projects (e.g., Mt. Tabor Entryway as a collaboration with local business; joint projects with our local schools or churches; the pergola at the Western Seminary; collaborative project with Warner Pacific College; a project between a school and the Friends of Mt. Tabor Park; etc.) Application deadline is December 1, 2006. She and Gayle Marechal had attended the grant informational meeting.
John Wish reported on Water Bureau Meeting regarding pipeline replacement on 60th Avenue. He advised that thered be another Water Bureau meeting in Jan 07.
MOTION: Appointment of John Wish as a MTNA rep. for Water Bureau meetings. Nancy Norby moved, Paul Leistner second. Passed unanimously.
Diane Redd reported that population data indicates that 25% of the population of Mt Tabor is between the ages of 18 and 34 yo. She asked for suggestions as to how the MTNA might encourage participation of this group. She suggested a partnership with Hands On Portland - a volunteer clearinghouse - MTNA could ask for young community minded individuals to consider joining our board and volunteers for discrete projects in order to partner a Partnership Agreement would have to be signed.
MOTION: Authorize Execution of Partnership Agreement with Hands On Portland. Henry Zambrano Moved, Paul Leistner seconded. Approved unanimously.
Shannon Locke requested that Christmas Tree Lane be designated an official MTNA event. Motion( as amended by John Laursen): The MTNA resolves to designate Christmas Tree lane as an official MTNA event. John Laursen moved, Henry Zambrano seconded. Approved.
Nancy Norby updated on the progress of the Good Neighbor Agreement with the upper Hawthorne Business District. Motion: to authorize the execution of the GNA. John Laursen moved, John Wish seconded. approved unanimously.
Nancy Norby announced work parties for the Off-Leash Area; & Friends of Mt. Tabor Park
Paul Leistner provided a Southeast Uplift (SEUL) Board Update. New design displayed. Thanks to volunteers.
Atkinson/Tabor Community Commons Update; Invite to Café au Play Winter Market Live & Silent Auction November 4, 2006, 7-10 pm $25/person (Paul Leistner) MOTION: Purchase 6? tickets for $100.00 for Interested MTNA Board Members. Paul Leistner moved Bruce Treat seconded. Passed Unanimously.
Gayle Marechal of the Land Use Committee suggested an ad hoc committee regarding the sale of the the MT Tabor Maintenance Yard
Stan Terpstra provided an update re: Friends of Mt. Tabor Park. He advised that the Friends have passed a unanimous resolution opposing the sale of the MT Tabor Maintenance Yard.
Justin Leonard called for volunteers for the MTNA Website & Newsletter - Editors & Designer needed.
