Regular meeting minutes
August 17, 2005
Board members present: Sharlane Blaise, Eric Bosler, Nadine Fiedler, Bill Guthrie, Charles Heying, Dave Hillman, Don Jacobson, John Laursen, Paul Leistner, Bunny Marechal, Nancy Norby, Remi Ogoumi, Diane Redd, John Wish, and Bing Wong
Others present included Barbara Grimala, Bruce Treat, Bob Manley, Hal Mowry, John Turner, Debra Jarcho, Niki Todd, Dottie Vollmer, Steve Hoyt of SEUL, Officer Brendan McGuire, and Jay Sugnet and Arianne Sperry of the bureau of planning
Diane Redd led introductions. The July minutes were approved, and Bing Wong presented the treasurers report. Diane talked about the informational fliers available to view.
Presentations
Bureau of planning
Jay Sugnet and Arianne Sperry presented plans for the Division St. Mainstreet and Green Street project, funded by a $2.5 million federal grant and encompassing 7th to 39th Streets. Goals include making zoning more consistent and helping small businesses flourish with the help of zoning changes (including a storefront commercial zone). Paul Leistner added that the plan was developed through a committee of neighborhood representatives. This phase starts in 2007; the next phase will include a more detailed analysis of issues such as parking lanes.
Neighbor Issues and Concerns
Flag lot
Debra Jarcho asked for assistance in dealing with a flag lot that the city has approved, specifically an attorney who might be able to help.
Airplane noise
Charles Heying has been talking to the Port of Portland about increased airplane noise. They said it was due to airport construction and there was nothing to be done. Charles will continue to investigate. Jay Sugnet said he is working on an airport noise project, and a legislative process is under way that will take neighborhood livability into account.
Website
Bill Guthrie has received feedback on the website and wanted to know where to direct it.
Neighborhood officer
Officer McGuire passed out a crime map. He noted that the case of the drug house mentioned in the last newsletter is till in the mayors office and has not been acted upon yet. John Wish moved that the MTNA write to the mayor and ask him to sign off on it. This passed with one abstention. John and Eric Bosler will work on the letter.
Committee Reports
Crime
Eric Bosler discussed special ordinances drawn up by Multnomah County DA Mike Schrunk to institute drug-free and prostitution-free zones in the city, in response to neighbors concerns, and asked for MTNA support. This engendered a lot of lively discussion about the effectiveness (or lack thereof) of these zones. A motion that a letter of support be sent to the mayor was passed with 9 in favor, 7 abstentions, and 4 opposed. After discussion of the vote, a motion to attach a note to the letter of support disclosing the numbers of the vote passed. There is a letter review committee to look at the process MTNA has for reviewing letters, and they will present in September.
Trader Joes
Bing Wong said that Trader Joes is considering a move to 8115 SE Stark, the former Mt. Tabor Video store. He will bring this up again in September after talking to the Montavilla NA.
MTNA officer recruitment
Laura Gordon will chair this committee and is looking for another volunteer. Eric B. and Dave Hillman stepped up.
Friends of Mt. Tabor Park
Dave Hillman reported on the biggest and best FOMTP picnic yet, with 125 attending including the mayor, council members, and water bureau people. Members of FOMTP put in 112 hours helping with the July concerts. They need help for the half-day service project on August 27.
Off leash area
The stewardship meeting is next week. The gates have gone up, and fences are due to go up by September 1.
Executive session
Diane Redd called for adjournment of the general meeting to call an executive session, which led to a discussion of the legality of this. Eric B. said there is nothing in the MTNA bylaws about executive session. Steve Hoyt said that the board can do so under overarching ONI standards. The result of a straw vote was that 13 people wanted the executive session, 1 did not want it, and no one abstained. The general meeting was adjourned.
