Mt. Tabor Neighborhood Association
Regular meeting minutes
June 16, 2004
Board members present: Eric Bosler, Nadine Fiedler, Bill Guthrie, Dave Hillman, John Laursen, Gayle & Bunny Marechal, Nancy Norby, Diane Redd, and Bing Wong.
Others included: Sharlane Blaise, Wayne Dietz, Deb Scott, Barbara Grimala, Denise Brem, Mike Sweeney, Jay Rubin, Dennis Corrigan, Phyllis Corrigan, Tres Shannon, Ralph Myers, Cascade Geller, Jared Gardner, Christine Tomlinson, and Jacob Brostoff of SEUL.
Diane Redd led introductions, and Bing Wong presented the treasurers report. The May minutes were approved, and Diane summarized information sent to MTNA. Downspout disconnect day is June 19.
Old Business
Portland Challenge noise variance request
Jay Rubin discussed his event on August 1 and asked if MTNA would approve amplified music in the amphitheatre after participants arrive at the park sometime after 4:30 p.m. The event benefits an orphanage in Tanzania, and the music would be a Rolling Stones cover band. Eric Bosler said that a blanket MTNA noise policy would be too restrictive, and that we should judge each case separately; John Laursen and Dave Hillman agreed. Eric and John will draft some guidelines and pass them to the board by email. A motion was made and amended, its final form being that the MTNA would not oppose Rubin's request if the concert lasts for one hour and ends no later than 7 p.m.; this passed unanimously.
Cell antennas on 60th & Yamhill
Dave Hilts forwarded information about an application for conditional use by Voicestream Wireless to put nine cell antennas and an equipment shed on the roof of the International Christian Communication building near 60th & Yamhill. Jacob Brostoff, SEUL's land use planner, answered questions about city code and cell towers, include purported negative effects. The city is asking for comments by July 6, and many felt that we needed more information to make a good decision. The city code is vague and needs to be more specific: this led neighbors to want to say no to the placement, given that the city code may need to be rewritten, and then we will be stuck with the antennas. A motion was made that we oppose the placement and send comments to the city by the deadline. Eric B. said that he thought our opposition may be based on specious facts. Another comment was that we should add that MTNA is opposed to towers or antennas anywhere in the boundaries of this residential neighborhood. The motion was passed with three abstentions
Neighbor Concerns and Problems
Reservoir photos
Wayne Dietz brought a display of photos he found of the 1910 construction of the reservoirs. He will make them available for neighborhood use.
Committee Reports
Crime
Eric B. noted that a significant arrest was made of a suspect in at least 30 burglaries. The new SE precinct commander is Rosie Sizer.
Newsletter
Nadine Fiedler reminded all of the July 10 deadline. Bill Guthrie will post a form on the website for submitting articles.
Neighborhood clean-up
Gayle Marechal said that $2,385 was collected, with $953 donated by SEUL. The drop boxes cost $1,125, and other expenses totaled $344. The final profit was $1,868. He moved that MTNA donate $100 to Mt. Tabor Middle School to be used any way they see fit. Bing Wong remembered that we had stopped donating to the school after the school district began charging $90 for use of the site, but Gayle pointed out that the school did not receive that money. The motion passed unanimously.
Land use
Diane R., for Dave Hilts, discussed the Oregonian article on the vacant lot at 60th & Belmont. In response Dave called the Piacentinis, who said they were not in a hurry to develop and would only do so with a pre-signed lease. Dave will chair a committee to talk about possible uses for the lot. Nadine F. expressed appreciation for the empty space, and Cascade Geller suggested a community garden.
Friends of Mt. Tabor Park
Dave Hillman noted the next park service day, June 26, 9noon. He said that the park staff had changed dramatically.
Update on water leakage
Diane gave a short history of the leaking pipe near 1702 SE 57th and said that the city did remediate the problem, but the water flow is increasing. Saltzman's office said they will work to resolve the problem.
Off leash area
Nancy Norby said the next meeting is June 29, 7 p.m., Belmont Library.
Hawthorne transportation plan
John L. gave an update on the plan: construction will begin in 2005. There will be a curb extension at 50th, forming a Mt. Tabor gateway. The sign design is in dispute; John would like MTNA to stress to the city the importance of the sign.

Winner of the random drawing for the Sapphire Hotel dinner was Chris Bonner of SE 53rd.
