Mt. Tabor Neighborhood Association (MTNA) Minutes for May 16, 2007 Annual Meeting.

I. WELCOME AND INTRODUCTIONS

II. MTNA CONSENT AGENDA

1. Motion: Dave Hilts moved to approve April minutes, Bing Wong second. Passed
unanimously.

III. MTNA BUSINESS and ISSUES

1. An informal coalition of Oak Street neighbors expressed concerns re: empty, overgrown lot at 5581 Oak St. They felt the city failed to address their inquiries. They were concerned that the lack of sidewalk posed a hazard. They also questioned whether or not the developer had a permit to remove trees. Motion: John Wish moved that the MTNA write a letter to the city supporting the Oak St Neighbors request for action. Nadine Fiedler seconded, Cascade Anderson-Geller requested that the letter include an inquiry regarding the status and approval of the tree removal situation. Passed unanimously as amended.

2. Gayle Marechal provided a debrief of 2007 MTNA Neighborhood Cleanup ( held at the Mt Tabor Middle School). $3632.00 raised with a a net of $2716.32. Motion: Gayle Marechal moved to donate $100.00 to the Mt Tabor Middle School; Bruce Treat seconded. Passed unanimously. Motion: Paul Leistner moved that the MTNA donate $200.00 to Southeast Uplift (SEUL). Jennifer Pultz seconded Passed unanimously.

3. Justin Leonard (on behalf John Laursen) provided an update on the Status of Mt. Tabor Entryway Fundraising and Construction Progress. Proposed motion regarding organizing Entryway Sign Unveiling and Celebration for Saturday, Aug. 18th not necessary at this time. Nancy Norby, Dave Hilts and others will pursue a storefront history project.

4. Cascade Anderson-Geller proposed a visit from Metro Councilor Robert Liberty. Motion: Cascade Anderson-Geller moved that the MTNA invite Robert Liberty to the September meeting. John Wish amended motion to include invitations to Dan Saltzman and City Nature Manager Dave McAllister. Don Jacobson seconded as amended. Passed unanimously.

5. Cascade Anderson-Geller provided an outline clarifying the of bylaws regarding board members and executive officers representing the MTNA . Outline on file.

6. Cascade Anderson-Geller reported on Public Meeting Proposed World War I Reservoir Memorial. May 9th meeting less attended than prior decisions pending.

7. Paul Leistner updated MTNA re: Southeast Uplift (SEUL). A celebration will be held July 2nd. A $50K grant was obtained for clean-up of Mt Tabor commons.

8. Nancy Norby provided an update on Friends of Mt. Tabor Park (FMTP). Garage sale to be held at SE Main and east of 72nd this coming Friday and Saturday. Friends will assist at Mt Tabor Park concerts this July.

III. MTNA BOARD AND OFFICER ELECTIONS

Justin Leonard stepped down as president. In an alternate structure duties of the president will be divided among four board members: Bruce Treat will serve as Communications Coordinator; Don Jacobson will serve as Agenda Manager; Bing Wong will be Meeting Facilitator; and John Laursen will act as City Mediation Liaison.
Nancy Norby will continue as Vice President; Bruce Treat will serve as Secretary; Bing Wong as Treasurer; and Paul Leistner will continue as Southeast Uplift Liaison.

Directors elected: Cascade Anderson Geller; Cathy Kuehnl; Clifford Carlsen; Gayle Marechal; Bunny Marechal; Justin Leonard; Mark Bartlett; Nadine Fiedler; Stan Terpstra; and John McLaren.

IV. DISCUSSION RE MEDIATION WITH PORTLAND PARKS & RELATED ISSUES, INCLUDING PENDING/PROPOSED ACTIONS RE MT. TABOR MAINTENANCE YARD AND NURSERY

Progress has been made in the mediation between Portland Parks and Recreation (PPR) and the Mt. Tabor neighborhood. A signed agreement between PPR and the MTNA dated May 14, 2007 outlined in part:

1. The need to use an open and transparent public process to create the pre- disposition process and guidelines;
2. That the pre-disposition process and guidelines themselves will also be open and transparent and will also include full public involvement. By September 1, 2007, P.P.&R. and community representatives, working with the Office of Management and Finance, will complete the Feasibility Study for Development of Service Zones Facilities (a system-wide financial analysis of PP&R maintenance facilities) using the assumption that the function of the Mt. Tabor Park Central Yard and Nursery is not relocating.
MTNA board members familiar with the proceedings cautioned that although Portland Parks abandoned its pursuit of sale or transfer of the Mt. Tabor Maintenance (Central) Yard, that issue is yet to be finalized by a City Council vote.
