Mt. Tabor Neighborhood Association
May 19, 2004


Board members present: Eric Bosler, Nadine Fiedler, Laura Gordon. Charles Heying, Dave Hillman, Paul Leistner, Nancy Norby, Diane Redd, John Turner, John Wish, Mary Ann Seth Wish, and Bing Wong.

Others included: Gayle Marechal, Bunny Marechal, Lois Heying, Bill Guthrie, Don Jacobson, Sharlane Blaise, Wayne Dietz, Jane Cohen, Jennifer Pultz, Deb Scott, Porfirio Peña, Sandra McDaniel, Shannon Locke, Rep. Steve March, Jay Sugnet of the planning bureau, and Kayse Jama of SEUL.

Diane Redd led introductions, and Bing Wong presented the treasurer’s report. The April minutes were approved with one change: that the FMTP clean-up is on April 24, not May 24. Diane summarized information sent to MTNA.


Election

Nadine Fiedler distributed the slate of proposed officers and board members, which was accepted by voice acclamation. Diane R. thanked outgoing board members Denise Brem, Molly Hilts, and Michael Harrison for their service. The board members now are Diane Redd (president), Nadine Fiedler (secretary and newsletter editor), Bing Wong (treasurer), Charles Heying (SEUL delegate), John Turner (SEUL land use committee delegate), Dave Hilts (land use chair), Eric Bosler, Laura Gordon, Bill Guthrie (new member), Dave Hillman, John Laursen, Paul Leistner, Gayle and Bunny Marechal (new members sharing one seat), Nancy Norby, Jennifer Pultz (new member), John Wish, and Mary Ann Seth Wish.


Presentations

Park off leash update
Nancy Norby discussed discontent with the new off leash hours, and she and Paul Leistner will write a letter to the city suggesting alternatives. Neighbors' suggestions included a fenced area, off-limit zones, and the off leash area being open at all hours, The discussion was tabled until after the next off leash meeting.

City planning liaison
Jay Sugnet, the city planning bureau's liaison to the southeast district, discussed how the new program intends for liaisons to serve as the primary contact for neighbors' planning question and concerns, and as project managers (for example, for Division Vision). He is creating a district profile and working on the main streets assessment program. Paul L. asked if zoning changes would happen on Division, and Jay said if they would, there would be a public process. After discussion of traffic congestion, Jay said that city planners try to balance needs of all modes of transport. John Wish asked about small lots and permits, and Jay admitted that he isn't up to speed yet, but that the city is making the permit process easier; John also asked if the planners are involved with the reservoirs, and Jay said no. Jay fielded other concerns, such as a sense that the bureau is unresponsive, that he needs to know more about the park, and that infill and density are out of control. His presentation was videotaped by Jim Karlock.


Neighbor Concerns and Problems

Portland Challenge noise variance request
MTNA must approve the race organizer's request for amplified music in the park after 8 p.m. on August 1. John Wish moved that there be no amplified music; this was seconded and failed 10 to 6 with 3 abstentions. Another motion was made that if amplified music is allowed that it go no later than 8 p.m.; this was seconded and failed 8 to 7, with 6 abstentions. Eric Bosler requested that votes on noise be done by secret ballot. The race organizer will come to the June meeting to make his case.

Montavilla Library project
Maureen Wright presented the history of the library at 211 SE 80th and attempts to convert the property back into a library. MTNA voted to support the efforts.


Committee Reports

Reservoirs
Laura Gordon said that the IRP majority are voting for risk mitigation instead of burial and will present their report on June 8. John Wish handed out a petition which will be voted on by email.

Website
Bill Guthrie reported that the website is now live and encourages feedback.

Neighborhood clean-up
Gayle Marechal said there had been 21 volunteers, 167 vehicles, 9 Dumpsters filled, $2,385 collected, $881 donated by SEUL, and an expected profit of about $1,800.

SEUL LUTC
John Turner said that Randy Leonard's chief of staff attended the LUTC meeting and that the vote on Title 3 was deferred.


Old Business

Flooding near the park
Janie Cohen said that she was getting mixed messages from Saltzman's office, with Saltzman admitting that making neighbors pay was excessive but then saying he would be deferring the decision. Laura Gordon will help Janie deal with the city.


New Business
  • John Watson will administer the email list.
  • Eric Bosler updated the group on PDC plans for development on the east side of the Burnside Bridge, including a Home Depot, which is opposed by all adjacent neighborhood associations. MTNA may form a committee to deal with the proposal.
