Mt. Tabor Neighborhood Association
April 21, 2004


Board members present: Eric Bosler, Denise Brem, Nadine Fiedler, Charles Heying, Dave Hillman, Dave Hilts, Paul Leistner, Nancy Norby, Diane Redd, John Turner, and Bing Wong.

Others included: Gayle Marechal, Bunny Marechal, Barbara Grimala, Wayne Dietz, Jane Cohen, Erica McGill, Ron Krull, Lois Heying, Judy Bodack, Joyce Legler, Jennifer Pultz, Ben Koerper, Bill Guthrie, Don Jacobson, Charlene Blaise, Judith Gonzalez of SEUL, Matt Burlin of PSU, and Officer Gary Manougian.

Diane Redd led introductions, and Bing Wong presented the treasurer’s report. The March minutes were approved. Diane summarized information sent to MTNA, including May 30 citywide block parties and liquor license evaluations.


Presentation

PSU graduate planning program
Matt Burlin talked about how he and fellow PSU graduate students are working with Division Vision on sustainability and development issues. They invited neighbors to workshops in May to talk and look at designs.


Neighbor Concerns and Problems

Development on Burnside
Eric Bosler said that the Portland Development Commission want to develop the property right at the east end of the Burnside Bridge for mixed use, with Home Depot as an anchor. He has talked to HAND, Kerns, and Buckman, all of whom (as well as some businesses) oppose the development.

Flooding near the park
Janie Cohen said that there has been flooding on 57th between Hawthorne and Lincoln (as well as other streets) from a leaking 12" terra cotta pipe that ties into the sewer line. The city claims that the pipe was installed privately and therefore is not city property. The neighbors want to know who really owns the pipe, who does the repairs and who pays for them, who will maintain the pipe, and whether this sets a precedent. In response, Wayne Dietz talked about how this the city's refusal to repair the pipe would be a bad precedent, as the city is full of underground streams. Diane R. and Janie will draft a letter to Saltzman.

Requests for donations
Eric Bosler asked for a donation to the SE Precinct citizen's advisory council buffet for officer appreciation day. A motion was passed for MTNA to donate $100.
A motion to support the July concerts in the park with a $500 sponsorship donation was passed.
A motion to give $100 to the Taylor Court parade was passed.


Committee Reports

Crime
Officer Gary Manougian passed out the March crime map, full of car prowls.

SEUL LUTC and board
John Turner said that SEUL has money for a study of Division St. from 19th to 60th. The city does not want to demolish the buildings at the Lone Fir Cemetery site and hopes to sell it for mixed development; John will report further. The Brooklyn NA is opposing all cell phone tower placement there. Later in the meeting, Judith Gonzalez of SEUL reported on her efforts to bring land use groups together.

Off leash
Nancy Norby said that new off leash hours start May 1 in the park: 5 to 9 a.m. and after 8 p.m. in the restricted area. The city advisory committee is still fact-finding. The MTNA committee is now balanced and looking for a meeting site. Paul Leistner wants to involve MTNA to help provide a meaningful accommodation in the park that's not too restrictive.

Neighborhood clean-up
Gayle Marechal passed out yard signs and signed up volunteers.

Land use
Eric Bosler noted that the property behind the care center on 60th & Belmont (the former nurses' quarters) has been staked. Dave Hilts said that the proposed sign for the Mt. Tabor gateway at 59th & Hawthorne has been rejected. The land use forum on April 7 was productive, and a committee will be formed to focus on infill.

Friends of Mt. Tabor Park
Dave Hillman said that the next park service morning project is on April 24. The park restrooms will be locked at night now. Enforcement of off leash violators has been effective. He warned people not to leave belongings in their cars.

Mt. Tabor Park and reservoirs
Laura Gordon reported, through Diane R., that there was lots of public testimony at the last IRP meeting. There will be three more meetings in May, and Laura is scheduled to talk about the work of the public advisory committee.


Old Business
  • Bill Guthrie has registered the mttaborpdx.org domain. A website committee was formed to oversee content and guidelines. The site should be online in May
  • June 19 is downspout disconnect day, and Diane R. asked for more volunteers.
  • Paul L. reported on the Division Vision process, with one of the questions being how a neighborhood group would receive community property. Committee meetings will start in June.



New Business

  • Diane R. wants to start an email list and is looking for help.
