1. Motion to Approve February minutes as amended; Bunny Marechal moved, Gayle Marechal Second. Passed unanimously.
2. Bill Wong presented Treasurers Report- copy on file.
3. Justin Leonard Announced:
Join the 2nd Annual Neighborhood-Business Area Collaborative Graffiti Cleanup:
Contractor paint-out or power-wash removals from private properties (with prior
owner-permission) while volunteers remove graffiti in the right-of-way. Tentative
dates: Saturday, February 24, March 10, April 14, May 19, June 16 from 9 am - 1 pm

Elections for Board Members/Officers at Annual Meeting on May 16
III. TAGGART-D SEWER BASIN PROJECT: PRE-DESIGN WRAP-UP REPORT
Bill Owens of Environmental Services for the City of Portland advised that even with the disconnection of downspouts there is more storm run off than can be processed by conventional sewer. Run off often contains oil or other pollutants and must be treated. The city has installed miniature bioswales curb extensions (i.e. New Seasons Market on Division) to process storm water. The city proposes installation of such extensions in locations throughout the neighborhood. Mr Owens stated that preliminary design was 30% complete. The project is expected to take around a decade to fully implement, and is designed to avert flooding in the event of a 25 year storm. Map in file.
IV. MTNA BUSINESS and ISSUES.
1. Gayle Marechal reminded those present of the 2007 MTNA Neighborhood Cleanup scheduled for Saturday, May 5, 2007. Signs passed out. He will investigate disposal costs for computer disposal at Free Geek.
Paul Leistner wants a fundraiser for Atkinson Commons and sought suggestions.
1. Dave Hilts presented a MTNA Land Use Committee Update. He advised that the MTNAs position is that a maximum of 7 townhouse rather than 8 units is in keeping with zoning code for proposed subdivision at 2251 SE 76th Avenue near Sherman. Both the developer Alex Banks, Twyman & Banks LLC and the MTNA held the position the extension of Sherman St proposed by the city for pedestrian access would serve no purpose. Appeal hearing to be held 3/22/2007. Postponement expected.
2. John Laursen advised that traffic lights will soon be installed at the Mt. Tabor Entryway. John estimates that an additional $2,500 to $3,000 will be needed for planting. Laura Gordon advised that the Friends of Mt Tabor park could donate some of the monies held on its behalf at Southeast Uplift to the gateway project. Stan Terpstra liaison to the MTNA from the Friends advised that the matter would be taken up at the next board meeting.
3. Justin Leonard called for new nominees for Board Members/Officers at Annual Meeting on May 16, 2007. Advised he will step down as president but would like to remain on the board.
4. Cascade Anderson-Geller advised that Commissioner Leonard requested participation of the MTNA on his Task Force to Consider Proposed World War I Reservoir Memorial Ideas. The Initial Meeting will be held on Monday, April 16 from 3:30 - 5pm in the Rose Room of City Hall.
MOTION: Approve MTNA Liaison to Participate on Task Force. Deferred no formal liaison appointed.
5. Nancy Norby advised that the status of off-leash area in Mt Tabor Park is not final. An evaluation is necessary for the permanent status to be determined. She will inquire of Gay Gregor of Portland parks regarding evaluation methods employed in other off-leash areas.
6. Nancy Norby commented that although the Good Neighbor Agreement regarding Upper Hawthorne Businesses has been signed, there is little in the way of participation in the committee by the businesses involved.
7. John Wish provided a brief update re Water Bureau: Water Treatment Court Case - EPA vs City of Portland - regarding the reservoirs caps - will be heard in 2008. Advised that a rate increase is inevitable. Asked that the MTNA appoint a new Water Bureau representative for next year.
8. Paul Leistner provided a Southeast Uplift update. The organization is getting website training. He advised that more money is available for communication. Funding provided by a grant from the Office of Sustainable Development. Advised that Wake up Deli property will likely be named Tabor/Akinson Commons.
9. Nancy Norby & Stan Terpstra of the Friends of Mt. Tabor Park advised that the Winter program was well attended.
10. Justin Leonard advised that the Montavilla/East Tabor Bus. Assoc. (METBA) seeks support for grant for seasonal farmers market on Stark at the vacant lot across from Mr. Plywood and requests a letter of support for insurance purposes.
MOTION: Send letter of recognition / support to SEUL for insurance coverage purposes Diane Redd moved; Nancy Norby second. Passed unanimously.
11. MTNA e-list Distribution Policy (Justin Leonard)
MOTION: Approve policy to be posted on website: This listserv is moderated for the purpose of dissemination of information specifically directed to Mt. Tabor residents, for non-commercial purposes (e.g., notices of neighborhood meetings and community events, major traffic/construction alerts, public safety alerts, and information related to Mt. Tabor Park). For discussion of Mt. III. DISCUSSION OF MTNAS RESOLUTION RE MEDIATION WITH PORTLAND
PARKS & RELATED ISSUES, INCLUDING PENDING/PROPOSED ACTIONS RE
MT. TABOR MAINTENANCE YARD AND NURSERY.
John Laursen representative of the MTNA in its mediation with the City of Portland related that MTNA is seeking dual mediators in light of the issues that must be addressed to develop the public process necessary for any change in ownership or use of the Mt Tabor Maintenance Yard and Nursery to proceed. Dual mediation would cost the city about 50% more. The city is evaluating the dual mediation proposal.
