Regular meeting minutes
March 16, 2005


Board members present: Sharlaine Blaise, Eric Bosler, Nadine Fiedler, Laura Gordon, Dave Hillman, Dave Hilts, Don Jacobson, John Laursen, Bunny Marechal, Gayle Marechal, Jennifer Pultz, John Turner, and Bing Wong.

Others included: Justin Leonard, Cliff Carlsen, Cascade Anderson Geller, Bruce Treat, Wayne Dietz, Wade Hilts, Mark Bartlett, Keith Miller, Melissa Owens, and Steve Hoyt from SEUL.

Laura Gordon led introductions, and Bing Wong presented the treasurer’s report. The February minutes were approved, and Laura summarized information sent to MTNA, including an off leash committee meeting on March 23, Mt. Tabor home tour on May 1, a concert meeting on March 28, and the Hawthorne clean-up in April 23.


Presentations

Mark Bartlett: development
Mark Bartlett presented his plans to develop the 39,000 s.f. lot at 57th & Yamhill, site of the burned house. He lives three houses away and plans to build only the minimum five houses the city requires, in a 1910s and 1920s style that will fit the area. He will build one in May and then one every 2–3 years. Neighbors thanked him for his good design plan and use of larger lots.

Bylaws revision
The amended bylaws, which add a vice president, were approved unanimously.


Issues and Concerns

SOLV cleanup
SOLV is sponsoring a cleanup on April 10 to work on the bike path near I-205. Meet at 8 a.m. at Gateway T.C., keithl@aracnet.com.


Committee Reports

SEUL
Steve Hoyt discussed board training, neighborhood agendas, and the city’s plans for infill design. He asked for opinions on the various infill options in a handout.

Environment
Don Jacobson said that they have streamlined the backyard wildlife certification process. They are working on alternatives to mosquito spraying, and asked MTNA to sign on to the Alliance for Sensible Mosquito Management plan; this passed unanimously.

Traffic
John Turner has hopes that neighborhood traffic problems can be solved by a rejuvenated committee and a neighborhood plan. Dave Hilts recalled that some good had been done in the past by traffic summits and mapping of hot spots, which were then brought to PDOT for inclusion in the capital improvement budget.

Land use
Jennifer Pultz and Dave Hilts’s Land Use 101 workshop was poorly attended. Dave is working on problems inherent in height requirements. He reported on pre-application action on a lot at 51st & Hawthorne with a Victorian house; the owner plans to carve out a separate lot. Cascade Anderson Geller thinks that Mt. Tabor should work on getting a historic district designation, which will protect the neighborhood.

Clean-up
Gayle Marechal passed volunteer sign-up sheets for the clean-up on Saturday, May 14, 9 a.m.–1:30 p.m.

Drive-Thru Wake-Up Deli
Laura G. said that a design charette for the site is set for April 16, 10 a.m. to 2 p.m. at the Atkinson School.

Friends of Mt. Tabor Park
Dave Hilts reminded us of the March 17 program, 7 p.m. in the Western Seminary chapel.

Nomination committee
Laura said that elections will take place in May, with nominations in April. MTNA needs a new secretary.
