March 2004 meeting minutes
Mt. Tabor Neighborhood Association
March 17, 2004
Board members present: Eric Bosler, Nadine Fiedler, Charles Heying, Dave Hilts, Paul Leistner, Nancy Norby, Diane Redd, John Turner, and Mary Ann Seth Wish.
Others included: Gayle Marechal, Bunny Marechal, Wayne Dietz, Sharie Dietz, Frank Gorshe, Bill Guthrie, Cathy Woodruff, Don Jacobson, Charlene Blaise, Niki Todd, Marcia Dennis of ONI, and Officer Brendan McGuire.
Diane Redd led introductions and presented the treasurers report. The February minutes were approved. Diane summarized information sent to MTNA. The Mt. Tabor land use forum is set for April 7, 7 p.m. at the chapel of Western Seminary.
Presentations
ONI graffiti abatement program
Marcia Dennis, the city's graffiti abatement coordinator, presented the program for reducing graffiti, which places emphasis on the need for the public to report incidents. The city has instituted a new online reporting system (through portlandonline), which has met with great success; the regular reporting number is 503/823-4824. She outlined types of graffiti and ways of making walls less vulnerable.
Website
Web designer Bill Guthrie showed a sample of a possible website for MTNA, which he had designed, as a possible alternative to the neighborhoodlink.com site. He discussed possible uses and a span of prices for web hosting. After a short discussion of whether advertising would be appropriate, a motion was passed for Bill to pursue a web presence for MTNA.
Committee Reports
SEUL board and LUTC
Charles Heying said that SEUL was looking to break a record for the number of block parties in a day, on May 30. SEUL is hosting a candidates forum on April 28 at 1312 SE 35th at 7 p.m. The resolution on homelessness passed, and the city council supported the idea of negotiating for the Washington High School property, although there is no budget for it.
John Turner reported that SEUL is sponsoring a development summit on March 27. The city bureau of planning has a new program to get planners involved again with neighborhood associations through district liaisons; our rep is Jay Sugnet, 503/823-5869. Some new code changes now allow tall, skinny houses, an example being a new house at 34th and Steele on a subdivided lot.
Police and crime
Officer Brendan McGuire passed out crime stat sheets and said that property crimes skyrocketed in February. He asked if we prefer enforcement or education. He thinks the meth problem will dwarf the crack crisis of the 80s.
Off leash
Nancy Norby and Sharie Dietz reported that the city off leash committee is in fact-finding mode. The MTNA committee is getting closer to a balance of views.
Neighborhood clean-up
Gayle Marechal is looking for volunteers and supplies for the May 15 clean-up. A motion was passed to spend $100 on permanent yard signs to publicize the event.
Friends of Mt. Tabor Park
Dave Hillman reminded the group of the geologist's lecture on 3/23.
Land use
Dave Hilts said that a request for a home occupation permit was filed for 6115 SE Salmon for a psychotherapist. Mike Campbell is looking to develop the property at NE 53rd and Couch.
Mt. Tabor Park and reservoirs
Charles H. mentioned some articles about the reservoirs in local media and discussed the consultant's report. Paul Leistner talked about the upcoming public workshop and said that comments can be directed to the review panel at www.taborirp.org. Paul is urging emphasis on the process and said that MTNA should ask for long-term costs and long-term maintenance commitments. Charles said that MTNA did send a letter to the panel asking to have the open mike put back, which the panel did, along with more time for public comment.
Drive-Thru Wake-Up Deli
Paul L. said that Division Vision is exploring community ownership of business properties, with the deli as a possible site. The property will have to be tested for underground fuel tanks.
Old Business
MTNA neighborhood needs survey
The group approved the final draft of the survey.
