1. Reviewed and Approved October & November 2006 meeting minutes. Minutes of February 13, 2007 special meeting not presented.

2. Bing Wong presented Treasurer’s Report (attached)

3. Justin Leonard Announced:

• Community Budget Forum on Thursday, February 22 at Cleveland High - 3400 SE 26th from 6:00 - 8:30 pm www.portlandonline.com/communitybudget;

• Friends of Mt. Tabor Winter Program on Wednesday, March 7, 2007 at 7:00 pm at Western Seminary Chapel on 55th & Hawthorne – Jan Caplener: “The History of Mt Tabor in Words and Pictures”

• Graffiti on Traffic Control Boxes? Do not remove or paint out! Instead, report graffiti via the hotline at 503-823-4824 or www.portlandonline.com/index.cfm?c=32305;

• 2nd Annual Neighborhood-Business Area Collaborative Graffiti Cleanup:
Contractor paint-out or power-wash removals from private properties (with prior
owner-permission) while volunteers remove graffiti “in the right-of-way.” Tentative ates: Saturday, February 24, March 10, April 14, May 19, June 16 from 9 am - 1 pm– Contact Marcia Dennis at mdennis@ci.portland.or.us or by phone at 503-823-5860. Visit www.portlandonline.com/oni/index.cfm?c=32420;

• An acceptable bid is allowing Parks to move forward with plans for “Whirl SafetySurfacing” at Mt. Tabor Park - Harrison Playground, probably in late spring;

• Eligibility to Join the MTNA Board by Attending Two MTNA Meetings Between now and April 2007; Elections for Board Members/Officers at Annual Meeting on May 16, 2007.

IV. MTNA BUSINESS and ISSUES

1. Gayle Marechal provided an update on the 2007 MTNA Neighborhood Cleanup. Advised Southeast Uplift will pay for the Porta Potty. Advised that South Tabor inquired about a partnership. Group agreed that MTNA should provide an advisory role but not engage in a joint clean-up at this time.

2. Diane Redd & Dave Hilts provided a MTNA Land Use Committee Update, including Status of Appeal re 8 Lot Subdivision on 76th/75th near Sherman issue will be heard at march 26th meeting.

3. Diane Redd & John Laursen offered a brief Update re Mt. Tabor Entryway Fundraising Efforts and Construction Progress- about halfway to goal. Entryway installation commencing.

4. Sharlane Blaise reported on Friends of Horticulture - pedestrian crossing with modified landscape to proceed at 55th and Belmont.

5. Neighborhood Traffic Safety Group Update deferred.

6. Nancy Norby commented on Status of Good Neighbor Agreement re: Upper Hawthorne Businesses. Advised that while the agreement was signed on 12/16/2006 few businesses are participating in meetings.

7. Update re Water Bureau: Water Treatment Court Case, Expected Rate
Increase, Request for Representative for Next Year deferred.

8. Nancy Norby & Stan Terpstra encouraged all to attend the Friends of Mt. Tabor Park winter program.

9. Hawthorne Blvd. Business Assoc. (HBBA) requested support for a grant ($2,500.) for bronze plaque on the Multnomah County building.

MOTION: MTNA to send letter of support for a grant from the Associated Business Assoc. John Laursen moved; Don Jacobson second. Passed unanimously.

10. Justin Leonard advised that the Montavilla/East Tabor Bus. Assoc. (METBA) seeks support for grant for seasonal farmers market on Stark at the vacant lot across from Mr. Plywood.

MOTION: MTNA to send letter of support for a grant from the associated business assoc. group. Stan Terpstra moved. Mark Burnett second. Passed unanimously.


11. Justin Leonard relayed a request for sponsorship for the Mt. Tabor Concert Series 2007.

MOTION: MTNA to support the Concert Series a with donation of $500.00. Cascade Anderson-Geller moved; Dave Hilts second. Passed unanimously.


12. Justin Leonard relayed a request for support of the 2007 Mt. Tabor Challenge on Saturday in June and Mt. Tabor Summer Series foot races on Weds. July 25, August 1, 8, & 15 at 6:30 - 8:00 pm

MOTION: MTNA to send letter approving the 2007 Mt. Tabor Challenge and special request for steel drum band (before 8pm). Cascade Anderson-Geller moved; Justin Leonard second. Passed.

13. Justin Leonard extened thanks to New Newsletter Layout Editor Lisa “Lili” Henzler of Queue Design and announced the return of Executive Editor Nadine Felder. He also announced a new production schedule to accommodate Ombudsman Meeting reporting.

14. Justin Leonard provided a MTNA Website Report:

• MTNA Webmaster Frank Gorshe introduced.
• Work Plan and Logic Model for Website with Kirk De Ford blog development may be considered.
• MTNA Listserve discussed. Stan Terpstra advised that Friends of Mt. Tabor Park “Tabor Talk” including blog to serve as resource for community involvement re: Mt Tabor Yard transfer.


III. DISCUSSION OF MTNA’S RESOLUTION RE MEDIATION WITH PORTLAND PARKS & RELATED ISSUES, INCLUDING PENDING/PROPOSED ACTIONS RE: MT. TABOR MAINTENANCE YARD AND NURSERY .

Justin Leonard recused himself because, although he knew of no involvement between the City of Portland and the law firm in which he is employed regarding this matter, his firm does represent the City of Portland on other issues. To avoid ethical concerns he left the meeting.

Dianne Redd related that Bill Fry, who could not attend, proposed a motion to affirm support of President Justin Leonard. Although support was expressed for such a motion, it was determined that the motion was unnecessary.


John Laursen, filling the role of MTNA laison, provided update re: mediation process with Portland Parks and Recreation on public process necessary for planning and potential sale or modification of the Mt Tabor Park Maintenance Yard (list of questions submitted to Parks attached). Advised that the meeting of 2/26/2007 with the mediator suggested by the city will be a facilitation process. Concerns expressed as to whether the mediator can be unbiased. Concerns also expressed that the process not be rushed so that the MTNA will have opportunity to convey information and obtain feedback.

MOTION: MTNA form a subcommittee consisting of Bruce Treat, Mark Burnett, Cascade Anderson-Geller, Alfred Stehli, Nancy Norby, John Laursen and Don Jacobson. Bunny Marechal moved; Gayle Marechal second. Passed unanimously.

MOTION: MTNA formally requests that the points outlined by John Laursen be addressed by the Portland Parks and Recreation as a starting point for negotiations. Dianne Redd amended the motion include consideration of the historic nature of the Mt Tabor Maintenance Yard and Nursery. Bunny Marechal second. Passed unanimously.

Several members expressed concerns that regarding items in the Parks department budget related to Mt Tabor Yard. Investigation to proceed.
