February 2004 meeting minutes
Mt. Tabor Neighborhood Association
February 17, 2004
Board members present: Eric Bosler, Nadine Fiedler, Laura Gordon, Charles Heying, Dave Hillman, Dave Hilts, Paul Leistner, Diane Redd, John Wish, Mary Ann Seth Wish, and Bing Wong.
Others included: Barbara Grimala, Gayle Marechal, Bunny Marechal, Wayne Dietz, Annie Tucker, Lee Cowan, Tom Stimmel, Bill Guthrie, and Officer Gary Manougian.
Diane Redd led introductions; Bing Wong presented the treasurers report. The January minutes were approved. Diane summarized information sent to MTNA, then asked if MTNA would approve a June 12 bike race in the park, which has happened before; this was moved and passed unanimously. The downspout disconnect program is set for June 19.
Presentation
Atkinson Elementary School proposal
Annie Tucker and Lee Cowan showed a model of the proposed outdoor classroom for Atkinson Elementary School, 57th & Division. It will be part of the Village Building Convergence program, itself a part of City Repair. They are planning a series of events and would like neighbors to be a part of the process.
Committee Reports
Police and crime
Officer Gary Manougian passed out crime stat sheets and remarked that car prowls are still prevalent.
SEUL board and LUTC
Charles Heying reported that the "time, place, and manner" ordinance passed, which will help neighbors with nuisance problems. There will be a SEUL development summit in March, and a meeting on 2/18 on the acquisition of Washington High School.
Newsletter
Nadine Fiedler and Mary Ann Seth Wish said that the next deadline is April 10, for the May issue, and that a position is open for a story editor to serve a one-year position.
Off leash
Diane R. said that the committee met and found out that there are many opinions about what the present off leash areas and hours are, mostly due to unclear signage. Others remarked on the lack of enforcement and abundance of off leash dogs.
Neighborhood clean-up
Gayle Marechal said that the permits are in place for the May 15 event.
Friends of Mt. Tabor Park
Dave Hillman spoke on a free FMTP program on 3/23 at 7 p.m. in the Western Seminary chapel, by a USGS scientist on volcanic activity.
Mt. Tabor Park and reservoirs
Paul Leistner reported on the review panel, which concerns him. He thinks key elements are missingmostly the lack of public involvementand would like MTNA to take a formal position. He says stakeholders and the public are not involved, that there's no sense of trust or connection with the community. He will draft a statement about concerns with the process and how it differs from what MTNA recommended. This was moved and approved. Laura Gordon says that the panel has a new website, taborirp.org; she thinks their response to the Friends of the Reservoirs has been encouraging. Saturday, 3/20, will be an all-day public workshop with the panel and is a good chance for public involvement and to keep pushing.
Old Business
Homeless working group request
After their presentation in February, the homelessness working group asked MTNA to pass their resolution. Eric Bosler and Dave Hilts thought it was too problematic, but Charles H. said if it attacks the city's sit-lie ordinance then it's worth it. Officer Manougian said he would prefer having the enforcement tool. Charles H. moved to pass the resolution, but the motion died for lack of a second.
MTNA neighborhood needs + survey
Diane R. and Laura G. have took suggestions and will keep on taking input. Laura suggests giving it out at the clean-up as well as in the newsletter.
Drive-Thru Wake-Up Deli
Paul L. said that the city can now offer the property to a neighborhood or community group for $30,000$40,000. There's a possibility for a public-private partnership.
